You test-drive a F-150. The Bugatti you simply buy.

Don't have enough money for a Bugatti? Then buy an old F-150 and use it in your own small construction business. Eventually get into large-scale real-estate development, so that you are worth several million dollars or more. At that point you can buy a Bugatti. Or three of them if you want.

At 20 or 21 you simply won't get close to a Bugatti. Same reason as you can't rent a car. Insurance costs.

A few more years. They look at what you drive up in. Don't waste the salesman's time. They work on commission meaning if they don't sell cars they don't eat. And if you damage the car it is on you. By the time you are old enough to do it you will realize this. You should be driving a minivan or Buick. Those are safe and reliable if you want to live to old age.

They're going to run your information before they even let you touch it. The salesmen aren't idiots, they'll ask you certain questions and read your body language to figure out if you're a serious buyer.

Since your asking this question here I'm assuming your not. With a car that impractical and of that caliber, you either want to buy it or not. It's a status symbol and no one who buys one (maybe a few exceptions) cares how it drives.

buy one or become friends with someone who does. Bugattis and other limited production cars arent open to test drives before their sale because even just a couple miles on their odometer is enough to make them less attractive to potential buyers.

most states have laws that ensure that anyone can test drive any car at any time. about once a month i test drive a luxury sports car, and my car is a honda fit. they don't care, as long as they think they'll get the sale.

On very high end products, you need to supply a varified bankers draft for the full price of the car or proof that finance is in place and proof of insurance.

They need to believe you have the funds to buy the car. A clean driving history.
