If you can get solid tyres in the right tyre size they will give a very hard ride -

if your Dad is disabled it might not do him any good.

You don't say if the tyres are tubeless or tube type?

If tube type make sure you remove any thorns from the casing before replacing the tube.or they will puncture it second time.

If tubeless you can try a tyre foam type sealant, but it does not always work with low pressure tyres that run at slow speed.

For cycle tyres you can get a kevlar tyre liner that fits between the tyre and tube, try getting some and cutting to size.

Solid tyres are not that expensive at greentyre, they are foamed plastic so have more give than normal rubber:

Check the wheel and inside of the tire for objects which may be causing the problem. If you compare the tube with the wheel and tire, you can get an idea of the location of the problem. Also, your Dad should be careful where he goes, avoiding areas with thorn bushes or construction debris.

Try Slime, many use it in their motorbike tyres with no puncture problems as it seals as soon as it senses pressure loss.
