On Ohio interstates, half of the semis that I see have Maine license plates? Why are so many trucks registered in Maine?

The license plate on the trailer is not any indicator of where the trailer is from. Most companies register their fleet of trailers in a state that has the cheapest license fee where they have an office or terminal. It saves them money. The trailer can't go anywhere without the tractor pulling it, so all the taxation billed to that particular truck is charged to the tractor, not the trailer.
You can't judge where a tractor is from by it's license plate either. I have run for companies based in Colorado and all of their trucks were licensed in Illinois. They had an office and small terminal there and it was cheaper for them to licenses the fleet in Illinois than it was Colorado. It all comes down to money.
If you really want to know where a truck is based out of, look on the door, under the name of the company. This will get you the closest to where it's based, but the driver may live clear across the country from there and take the truck home when they take their off-time.

You will see license plates on semis registered from all sorts of different states...chances are they are long-haul truck drivers coming from Maine to deliver stuff in Ohio/surrounding areas.
