can a bus monitor ban the usage of cell phones on the bus?

Well I've been riding the school bus for a while now, and today out of no where the bus monitor decides we cant use them.

The driver and monitor are responsible for all passengers safety and have the right to take actions toward that end.

Have your parents ask for the policy in writing. Besides what's the big deal. Can't you live without your phone for the length of the bus ride?
